The Bauchi State Ministry of Natural Resources Development has recorded notable reforms over the past two years, repositioning the sector as a key driver of economic diversification under the administration of Senator Bala Abdulkadir Mohammed. Led by the Commissioner for Natural Resources Development, Muhammad Maiwada Bello, the ministry has implemented policy, regulatory and investment initiatives aimed at harnessing the state’s mineral endowments for sustainable growth.
Between 2024 and 2026, the ministry undertook governance reforms designed to sanitize mining operations and strengthen oversight. Central to these efforts was the restructuring and enforcement of the Consent Letter Policy, which now requires all mining activities in the state to obtain proper clearance through the ministry. Officials say the measure has improved transparency, curtailed unauthorized approvals and enhanced accountability across local government areas, while restoring investor confidence in the sector.
The reforms have also translated into improved revenue performance. By introducing new revenue channels linked to mineral haulage, licensing and business registration, the ministry strengthened monitoring of mineral transportation and enforcement mechanisms to reduce leakages. These steps, authorities note, have boosted internally generated revenue and aligned the sector more closely with the state government’s economic diversification agenda.
Investment promotion has remained a priority. Over the review period, the ministry facilitated public–private partnerships with local and foreign investors for mineral exploration in parts of Toro, Dass and other mineral-rich areas. The collaborations are expected to stimulate job creation, encourage technology transfer and expand production capacity, as Bauchi seeks to position itself as a competitive investment destination.
In the oil and gas subsector, the ministry sustained engagement around the Kolmani oil field corridor in Alkaleri Local Government Area, reinforcing Bauchi’s growing relevance in Nigeria’s hydrocarbon landscape. A proposed Oil and Gas Free Trade Zone along the Kolmani Road is among the flagship initiatives, with projections of attracting energy-related industries, stimulating ancillary businesses and creating employment opportunities for the state’s youth.

Mindful of environmental and social considerations, the ministry intensified stakeholder engagement with host communities. Consultations with traditional rulers, local authorities and community leaders focused on environmental compliance, responsible mining practices and the corporate social responsibility obligations of operators. Officials say the approach has helped minimize conflicts while promoting sustainable development.
Institutional strengthening also featured prominently, with improvements in sector data capture, documentation and inter-agency collaboration with federal mining authorities. The systematic tracking of mining entities operating in the state has enhanced planning, revenue forecasting and investment profiling, laying a foundation for long-term sustainability.
Industry observers say the cumulative impact of these measures has raised Bauchi’s profile in national extractive industry discussions, with the state increasingly viewed as an emerging hub for mineral development and oil exploration in Northern Nigeria. As reforms continue, the natural resources sector is expected to remain a central pillar of the state’s growth strategy under the current administration.
